Upper Elk River · Hahns Peak

Densely timbered Park Range country north of Steamboat — big public land and Wilderness on an OTC tag, if you'll climb for it.

About GMU 14

Colorado Game Management Unit 14 sits in the Far Northwest Colorado (Park Range), spanning Routt county near Steamboat Springs, Clark, Hahns Peak Village. The terrain runs from 6,300 – 12,000 ft, with the primary big game being Rocky Mountain Elk, Mule Deer.

High, densely timbered Park Range country north of Steamboat — heavy spruce-fir and aspen with grassy parks, climbing to the Mount Zirkel Wilderness and the Continental Divide. Among the more physically demanding units in the region.

Tags & draw odds

Tag type: OTC bull (2nd & 3rd rifle) — back to OTC for 2026.

2nd/3rd-rifle bull returned to over-the-counter for 2026 after being limited in 2024–25 (winterkill); 1st/4th rifle are now either-sex limited. Nonresident archery is draw-only (since 2025); muzzleloader is limited draw. Verify current-year status with CPW.

Access & crowding

Forest Service roads and trailheads off the Elk River and Hahns Peak roads; much of the high country is roadless Wilderness, foot or horseback.

High public land plus a returned OTC tag means real rifle pressure on the accessible Forest; solitude means a hard climb into the Zirkel high country.

Who GMU 14 is for

A high, heavily-timbered, public-rich unit where elk hold in the dark timber and Wilderness — low overall success (12%, with single-digit archery in thick cover), a work-for-it backcountry hunt on a recovering herd.

In a line: The fit backcountry hunter who wants big public land and Wilderness and will trade low odds for solitude on an OTC tag.

Recent changes: 2026: 2nd/3rd rifle bull back to OTC (limited 2024–25 post-winterkill); 1st/4th rifle now either-sex limited.
