Tags & draw odds
Tag type: OTC bull (2nd & 3rd rifle).
Largely OTC for 2nd/3rd rifle bull (no points). Limited seasons (1st/4th rifle, muzzleloader, cow) have historically drawn at roughly 0–2 nonresident points. Verify current-year odds with CPW.
Access & crowding
Good road and ATV access via Rio Blanco and Routt county roads; the Flat Tops corner is foot or horse only.
Heavily pressured — historically the most-hunted elk unit in Colorado. Expect company near roads during the OTC rifle seasons; solitude takes a hard hike.
Who GMU 12 is for
An opportunity and numbers unit, not a trophy unit — historically the state's top elk producer by total harvest, but mature-bull quality on public ground is unremarkable.
In a line: The fit, budget-minded DIY hunter who wants an OTC rifle tag and high odds of seeing elk, and doesn't mind crowds.
Recent changes: Returned to OTC 2nd/3rd rifle bull for recent seasons; nonresident OTC archery moved to draw statewide in 2025.
